I have also asked for my money back on multiple occasions and I have never received a response.

1) this is not the project I backed

2) you haven't found a mutually satisfactory solution with the backers (which is in Terms & Conditions of Indiegogo)

3) you are not answering any messages or comments

4) you are not giving regular updates (as agreed in Terms & Conditions)

5) you have refunded some of the backers but not all

6) you charged us for shipping fees - how do you exactly plan to ship the app?
